Complaint Tekkie Town Centurion Mall

I would like to lodge a complaint. I am very unhappy with the manager at Tekkie Town centurion mall. His name is Patrick. I laybyed a shoe there and paid and X amount against the shoe. In April I went to the store to try and sort it out as I was unable to pay the amount outstanding towards the shoe due to circumstances. The manager showed me away and refused to help me. Because my 3 months was over I tried to ask him if there is something we can do. And he said that there is nothing he can do for me and the we are losing the money we paid towards the shoe. By law you are not allowed to withheld money back from a customer. He was very unhelpful and and had a very bad attitude when I said to him that I am going to lodge a complaint. The service I got was unacceptable. I will never shop there again. Another manager from Tekkie Town Mall@reds was wailing to try and assist me best he could why could the manager form Centurion not do that????
