Teen challenge centre South Africa

This is suppose to be a rehabilitation centre but there are homeless people living there and ********* hiding out there. There are no way that this can be a rehab see that these so called drug addicts are walking freely amongst the community,where they can get feed their habits easily. When you complain to the people who are supposed to be in charge,they either are there hiding,or they just don't give a damn. What baffles me is how they can errect a drug centre directly next to a primary school.
