Poor property and business handling

Hi we live in Lilly ale benoni, our landlord has a company called Chetty property and deals with Teddy toddler who is apparently the agents. We are currently fully paid up with our rent however a few tenants on the property has not paid their rent because of this the landlord and the agents refuse to activate the electricity. Their excuse is that they have no funds. During a time of crises and lock down they are making things much more difficult for people.
