No Refund after 1 month

Ordered and paid for a Caliper. The next day I realized I had ordered the wrong one. I contacted them and they then informed me of a 20% re-stocking fee. This was the 6th October. They told me they would process the refund. I have followed up countless times and still no refund almost an entire month later (3rd Nov). Apparently the person to deal refunds is Kobie, but he is never available when you call and no one responds on mail.
