Almost a year and Certificate still outstanding

I finished writing my final N6 exam last year April 2018, they app**** for my N6 certificate in the beginning on November. I was told by them that it would take 6 months to receive it but It’s almost a year and I still have no certificate. After so many emails I still get the same answer "we will inform you as soon as we receive your certificate." I honestly thought that this was a great college but right now I'm quite disappointed.
