All talk, no action, no refund!

I contacted Bark for a local professional to put up fence/bars above my wall. I was contacted by a service provider called Taylormade solutions. A gentleman by the name of Adrian came out to quote me and the next day he gave me a quote for job. I accepted the quote and paid the required deposit of R3000. He promised the bars would installed within 2 weeks. After 3 failed attempts to come and install the bars, he disappointed me again last week Friday, after a month of waiting, and said the job can't be done and he would refund me. Since Friday I have asked him daily to pay my money with more promises that it would be paid yet still no refund.. Do not waste your time and energy on this company. Totally unprofessional and hugely disappointing.
