Lodging a complain on taylor and Nagel

I bought the house through this agent. Experience was very bad that I can rate it to minus zero. No communication. Recently they told me that they can't finish building the house because I owe the a deposit. But to my surprise all along they where not saying anything about the deposit that is jot even on the contract that we both sign. We were told that our house will be finish on the 15 August. That didn't happened And they only way that we find out that their no longer building is through people who are working on site who are also complaining that their not getting their pay. My problem is now I am paying the house that I am not stating in since the house was build through building loan. And also the problem that I have is that I am paying for the water and electricity that their using on the site. I haven't staying in the house since they don't want to finish it. When I communicate with them they will tell me that I must come and pay the money or I can take the matter where ever I want. The did the same thing with my friend.telling her that they won't register the house if she doesn't pay the R10000 of the municipality of which she doesn't understand why does she have to pay because the house has not being registered yet. I am in a state that I feel like their taking advantage of us because we are black. The communication was there when they were selling a house but as soon as the house have be len registered they don't communicate. Please assist with this matter. I need my house to be finish because going to the civil court it will drag for long.
