Inconsiderate driver

I took a ride with Johannes Magoro on 10 October 2018, my fair was R25 and I had R100 so he took the money and said he's gonna bring back my change and he never came. I called him later that day and he said he was at airport.

The next day on the 11 October 2018 I called him again and he said if he gets a trip to midrand he will bring my change back. How inconsiderate is that?
