Half price compare to normal price

Is this guys allowed to charger customers discount priced while others have to pay full prices? I pay R50+ on a 4km trip but certain customers pay half the price on trips that is must further then what I half to travel. I know a guy who does that & to me that's a problem. Is there any way to stop this so that all pay a fair price?
