Bolt service getting worse

Booked a Bolt ride, when Denis arrived asked him just to wait 5 minutes for someone looking after the children to arrive can bill me for the time. He refused to wait but then still billed me saying I cancelled. When I tried to follow up about this was told they cant refund me?? And the vehicles that you get on some Bolt rides dont even seem to be road worthy these days?
