Poor service and customer exploitation

My 2012 Polo was booked in for a 60000km service on 23-12-2015. The original quote for the service was R2853.36. I also asked the SA (Service Advisor) to find and repair a fault that caused the brake lights to remain on. The SA called later to up-sell front brake pads. The quote given for the brake pads was R680.00. It sounded reasonable so I agreed. However, I was slapped with a bill of R4512.06. Firstly, the brake pads actually carried a cost of R1479.00 (excl vat) and not R680.00. This was R799.00 more than the quote. Ultimately the charges were made up as follows: R680 for the brake pads, R239.70 for removal of the wheels and R559.30 for fitment of the brake pads. Secondly, the dealer insisted that I take the vehicle back to the tow-bar fitment centre to sort out the brake light issue. As a customer I feel grossly exploited because actual costs were withheld by the SA (in violation of the Consumer Protection Act) and the dealer tried to shift the blame for the brake lights to a third party. The following day I repaired the brake lights myself by replacing a blown fuse. I shudder to think what they would have charged me to trace the fault and replace the fuse. POOR SERVICE!!!
