Refusing to refund lay-by cancellation

I have a lay-by at the Vaal Mall store, I want to cancel it and the store is telling me that they don't refund. The product is still in their hands, I have not touched it but yet they are tells me they don't REFUND. Why don't they charge a CANCELLATION fee like the law subscribes?
