Rust issues with a Honda under a year old..

I have purchased a Honda Jazz last year August 2017. Two months ago I noticed the car starting to rust on the inside of the engine bay and on the rear of the vehicle.. I have contacted the dealer at Tangawisi asking him to change my vehicle and also been in contact with Honda Sa ...but all I was offered was a repair on the rust ...my concern is the vehicle is under a year old and is rusting ...I feel I should be offered an exchange vehicle not a repair on the same vehicle. How many times will I have to send the vehicle in for repairs as it already went in for the roof rust repair and it's still rusty.. Now I was told that the engine bay can be repaired..but what about the areas that was not inspected and could not be inspected due to the engine blocking the view.. My question to Honda is , is it normal for a Honda under a year old to start rusting because my intention on buying a new car close to 200 thousand Rand is that I would have peace of mind and not worry about whether or not the rust has spread to the welding of the body panels and whether the safety of the vehicle is in question like now.
