Took payment without service. No refund

Extremely upset with services and dare I say *******.. Took shoes for washing. They looked at it. Took my payment. Then called me an hour later to tell me they cannot wash it. Fine, although upset with the inconvenience I went back to collect shoes and my refund, to my shock that they refuse to refund me my money insisting their policy says no refund. Policy on services PROVIDED I understand. But NO service was provided!!! NB: I HAVE NO ISSUE WITH THEM NOT WANTING WASH THE SHOE. THEN REFUND MY MONEY. Why was I not told that they cannot was the takkies BEFORE I PAID. Why should I bring an alternate shoe for cleaning that I had no intention of bringing just to get my money's value back. It's ridiculous. They would not provide me with managements contact details. It don't matter how good they can wash a shoe. I cannot deal with a business that has NO basic principles or any integrity. Complaint lodged with the National Consumer Commission and OMBUD Reference Id-X4GX3E29
