Bad workmanship

We recently moved into our new home and got the services of active systems. We were quoted an amount and promised a working electric fence and gate. He arrived here with no tools no transport and not enough equipment for the wiring. I had to pay deposit upfront for him to buy supplies and then a further r3000 over the quote. He installed everything and I needed to get bolts and dril bits for my drill that he used on my gate and two days after he has left the motor came loose and I'm sitting with a gate that has a motor that isn't working. He keeps saying he will come back and he hasn't given me the coc for the electric work he has done. Can anyone give me advice on how to take this matter further. I just want the things I paid for to be working and he is ignoring our calls and whatsapps now. The worst is we are family.
