No delivery since last year

Last year (2014), I purchased a gas fireplace which included an installation for both the stove and the fireplace and the supply of all the material and the certificate of compliance (COC). Ever since I started dealing with them I have had numerous issues with the service and delivery. They've promised on several occassions that they'd delivery but to no avail. I have paid them in full and I'm still stuck as I require the COC for the municipality so that I can be issued with the certificate of completion for the house.
