Why do we have Sweden Embassy 8n South Africa but they can't proceed our Visa application, while Europe they don't need Visa for Short Stay

Why do South African passport needs to be send to Kenya for Sweden application while we have Sweden Embassy in South Africa. I missed my flight yesterday and I was waiting in for the hole afternoon today stilni didn't receive my passport.
