Moorreesburg Library

Today tried to join the Swartland Municipal Library in Moorreesburg but to my dismay found that my legal Drakenstein Municipal account for my property in Wellington, one month old and mailed to my address in Moorreesburg, is unacceptable. They only accept Swartland Municipal accounts. I was told I must supply a Municipal account in the name of the owner of the property where I live as well as a letter from the owner authorising me to join the library. Are we back in the middle ages where woman are considered secondhand citizens?
