Pathetic and unacceptable

I bought a car from them in November 2014, it's end January 2015 and I still haven't received my license disk. I can't register my e-tag or anything. Every time I call, she says that she'll get back to me, yet she never does. I'm so frustrated and tired of waiting! I don't know what to do anymore!!!
