Agreement signed for part time course-no studies took place, request for refund

I'm very disappointed with the service my daughter received from this institution and I want the Head of the Dept to contact me before I take legal steps and refer this to the media, so January 2021 my daughter registered as one of the students to study part time(Face2face) classes that was the agreement n she was then told in Feb that due to covid part time classes won't b available so shes gonna have to study via online which she refused and she sent an email on 4 Feb 2021 to cancel as this wasn't part of the agreement and requested a full refund bcase classes haven't commenced anyway but an amount of R18k was paid towards the studies, so we want those funds reversed if not she must b given an option to study something else as she was never given 7 study material that she paid for only 2 were sent but was no use as she never agreed to study online classes, also had no money to buy data hence the reason she wanted to attend classes Face2face, your *********** staff(trainees) told her that she won't b getting no money, stupid of them n they refused to take this matter to the Head of the institution Mr Hadebe, so I want this rectified, your staff are *******, a worked so hard for my money to just go down the drain without a fight, please sort this matter asap, will wait for response, very disappointed,
