Never finishes the job

My pool was started last year September. They did not seal the paint on the rock art so it is all pealed off and never came back to finish the job. They still haven't connected the backwah pipe to the drain, or supp**** and installed the salt chlorinator. My light has never been connected either. Don't pay in full until the job is done. Else they never come back. Still no date on if i will ever get for what i paid for.
