Empty bursary promises to students

I have provided accommodation to one of their bursary students, but because I am only 1 person in a small company, they are having all kinds of returns and affidavits because of my BBBEE status. I have offered accommodation and transport to the student they promised a bursary to for the past 8 months and have not received a cent from them, because of 1 student I need to register as vendor and my BBBEE status is not good enough for them.
