I never even ordered cartridges and they send me pirate cartridges now won't return my calls

I get a call out of the blue the other day from Stratus Office Consumables who ask me if they can give me a quote on printer cartridges. I was lead to believe that they would be genuine HP cartridges, but I didn't even place an official order! These cartridges arrived the other day and they are firstly NOT HP cartridges (even though they cleverly call them "HP" ... High-Pro!!) I have already spent thousands repairing a printer that was damaged by pirate cartridges so refuse to use them. I have now called three times, and sent three emails, and each time I am told that someone will return my call. Nobody ever does. So, what am I meant to do now?!
