Paid for welding hinges to gates which is sagging and dragging on the paving and not opening properly.

The welder Mr Steven +*** did some work on my gates and I paid him for his services. His work was not professional as the hinge to the gate is not welded properly and the gate is sagging and touching the paving each time we open. I tried for months to get him to fix the defective work but he promised but does not come. His phone is continuously engaged and on voice mail now. See message below to Steven. Hi Steven. Hope u are well. Please indicate when will you resolve my gate which is touching the ground . You promised to fix it and I am still waiting. You indicated that you are not like other contractors that "hit and run" but it seems that you also in for the money like the government. I don't want to go further but I will have to next put an article in the Rekord and on our group about you guys who take peoples money and not doing a good job. If you don't resolve my gate.
