Collects Deposit does not Do Work

Steven gave me a quote to do plumbing work at my property. I subsequently appointed him by paying him the deposit. Two months later works had not been completed. He then claimed he could not do the work because of lock down even though it was essential work (repairing a leak) restrictions were easing up and he lives in the next street. He promised to refund the deposit but then stopped responding so messages, emails and calls, never completed the work or refunded me.
