Provident fund

Evening I have a complaint,last year January after my mothers passing we submitted all the documents needed but we still haven’t recieved the provident funds and I believe they shouldn’t take any lovnger than 12 months and it has been 17 months now..and every time we call them they’ll tell us to call back again after 2 weeks..they always say that with no valid reason..please help.
