Order not received

I bought from Steve Maden online on the 29th of November tracking number JCY***DH and Carrier was JCEX,on the 22nd of December i got an email that my order arrived in Cape town and are i needed to pay a fee in order to be released ,i did not even open that link since i am aware of *****ulant activities regarding online purchases and did not understand why i had to pay a fee in the 1st place especially since the package is already here in Cape town. Today i decided to track again and it says my order was delivered to me on the 24th December and i did not receive anything ,i have been trying to google this JCEX courrie and i am not getting any information regarding their contact details.
