Turning away a 3rd caeserian High Risk patient

As a concerned mother and grand-mother how can a hospital turn away a patient who is due to give birth by c-section telling them that they are not high risk. <br> <br> I think it's absolutely shocking.<br> <br> I'm really surprised by them as when my husband was admitted he had very good treatment there.
