Terrible Hospital

Went to the hospital to book an admission, even a doctor there couldnt send me to the right palce. Was sent to 3 floors and still no joy. I was then told my doctor had to call. The doctor called spoke to anoter doctor then was told to call a certian department to book an appointment. ITs been two days nobody picks up the phone. The phone jsut rings, if it us our right to proper medical care where do you start if you cant even get an appointment for an emergency procedure..... Not sure where to go or what to do
