No help from casualties

On December 5th, 2017 my step dad cut his hznd on a saw. Nerves and muscles were injured. This happened around 12pm. At 13pm my dad walked in at Stive Biko casualties for help. It is now December 6th and he has still not beenhelped. He was told that they have 24 hours to reattach the nerves or he will loose his finger. 22 hours later and NOTHING has been done. Upon enquiring, he was told he had to wait. They do not have a bed available. He is sitting in a chair throuhout the night. No sleep, no food and nothing to drink. How is this a service. What would happen if this was life threatening?
