Money promised to be refunded but never done

I ordered two cases of beer before the regulations on alcohol changed and they were unable to deliver as per the new regulations so they offered to refund my money which I accepted. That was almost three weeks ago and still nothing. I’ve sent two emails and no reply. I understand things are difficult with regulations changing but don’t promise something and not deliver as well as not replying to my emails.
