Witholding deposit for no reason

Promised our deposit in 7 - 14 days after we moved out (they even said they will do everything they can to speed it up ) - its now 28 days later and still no sign of our deposit because apparently in 4 weeks they have not been able to get hold of the owner. Advise you to use another property rental group - there are plenty of them out there!
