Goods never delivered and unable to track

I ordered from Steampunk Federation on the 10/08/2017 and paid immediately. I got an email on the 14/08/2017 stating that I was being refunded for part of my order as they had run out of stock. I have not heard from this company again despite numerous attempts to contact them via messenger and email. I have not received my order and have not been able to trace it since the sites are always busy so they are unable to process your tracking number. I am very disappointed in this company and would like to know when I will receive my order or when a refund will be processed.
