Poor service

I app**** for a house 9 months ago and its still not registered. I bought thr property from thr State, yet they are still awaiting bond documents and rates road clearances etc from the state however this don't make sense because the state is the seller so how isn't those docs available or taking so long. They keep on giving different reasons and i am paying occupational rent for the last 5 months now. They don't have clear answers when i call and the things said over email don't correspond with whats on their site to track my process. This is absurdly long and has to be resolved.
