Refusal to Refund Deposit

I helped my brother to rent with Status Mark Propert responsible for Florida, before he entered the unit I made sure that I took pictures of the unit. When my brother vacated the unit and was supposed to be refunded his deposit a problem arises, we were told that there were paint work done to the unit and that we owed the company some money BUT that owed money will be written off. When I looked at the Final Inspection Reportfor vacating the unit there is no where the inspector advice the owner to do any paint work, only that the unit looked clean in general. When I spoke to the person responsible for helping she kept changing her stories about the company refunding our deposit.
