Poor Service and Estimates Wrong Bills

Iam a tenant in one of the apartments they manage, l have sent serveral maintainance issues non is being attended for a month now l have no lights in my bathroom and passageways for a month. No physical meter reading is done , l sent some mails that l stopped using a gas facility for 2 months now but end of month l get a shocking bill. Apparently every tenant is complaining about this facility and building. I pay over 7500 Rands a month in a high density location for a 2 bed flat. This is totally unacceptable.
