Mopping extension contract

I got an sms today saying i must sign up a new extension for mopping but to my surprise my FOO told me to return the tablet as i was not selected when i called my DCC he said if only i got 80%of my work done then thats why i received the sms but i must talk to my FOO so whose decision is it for me to be allowed to sign the new extension
