Seeds don't grow!

Purchased catnip seeds from various stores over the last year from Builders, Pnp, Spar and NWK. Not one packet has germinated or produced a single seedling. Little c***** ****s is all I get. The box of lawnseed play mix only produced patches of ****s that look like carrots!!!
