Turned away

Today I went to the clinic for my sick child and we were turned away but a rude SR(won't mention her name POPIA). Her words was "I'm only admitting 35 people". My question is who determines how many people they must admit and what must happen to the rest of the sick people? What happened to "batho Pele"?? Something drastic must be done. What will she be doing the whole day after admitting/helping 35 people? It's taxpayers money that she will now waste because she will be loafing around doing zilch! I wouldn't recommend that clinic as it's pathetic!! Management included!! I'm now home with a sick child#****ed#
