Unhappy client

Policy SHS***. I have recently claimed for my car which our neighbour damaged. I have just been told that the case has been closed as they cannot contact my neighbour for the claim. I was also told that due to this my premium wil lincrease. Pelase advise why I am now liable for someone else who knocked my car. also what steps was taken in order to resoup this claim.
