PVC pipe and plumber and 1st hour free geyser leak

Hi Guys, I logged a request for a leaking geyser. Turns out it was not the geyser and just a pipe plumber, got it wrong after in inespected the geyser again and according to kwiknot as well not a burst geyser. I believe the first 1 hour is free for labour to fix pvs small pipe. It was a pvc pipe less than a metre that needed to be replaced. It was done in 20mins why must i pay for full excess when when you say the first 1 hour is free and they took 20mins to fix it . i will pay for that pvc pipe but thats it please respond to me.
