Half the work won't help

We put in a claim for damage from the terrible storm/hurricane we had a few weeks ago. We had a contractor come out for all our claims. He called us today to let us know he will be fixing everything EXCEPT our roof tiles... those were the most damaged. now if it rains again, it will rain into the house again and we will need to claim again. I want some clarity on this as I find it completely unacceptable. Please get back to me before the close of business today. I need answers. I am getting VERY FRUSTRATED as its been a month since the incident yet we are still waiting
