Forcing me to muse my insurance money foe bond repayments

I have a claim that is approved, and they do not want to pay out. They are forcing me to pay off arears which has an arrangement. My house is still damaged, and my tenancy cannot move in until the house is repaired. I'm so disappointed because nothing on my policy forces me to pay off my bond payment with insurance money.
