Decisions without site vissits

So Standard Bank Insurance rejected a claim on lightning damage on a report conducted by a consultent never vissited a site. Only with information recieved on a photo.... How on earth can a person conduct a report without vissiting the site where damages accurred. I would say this is almost like making a decision on a car damaged in a accident without an assessor inspecting the car litterally.
