Unfair refund policy

I booked a trip to Australia and New Zealand for November 2015 with STA Travel St George's Mall from their (then) agent Traun, cancelled it in July due to the company I work for closing down (will be jobless then). They refunded only 40% of my deposit, saying that large portions of their trips are simply non-refundable, even though the airlines they booked with have refund policies. Unfortunately STA Travel is NOT a member of ASATA, and so cannot be regulated / challenged in any way. ASATA recommended that I contact the NCC as their policy seems to be in conflict with the CPA, unfortunately the NCC informed me they refuse to enforce the CPA in individual cases like this leaving me with no recourse
