Not open on Saturdays missing staff

According to Google and the notice boards on the premises, they're open till 12h00 on Saturdays.I was there at 10h00 on 06/12/2025.Nobody was on duty.I wasted time and petrol driving there.I guess the only way to obtain a licence is to bribe someone
