Mr Steyns refusal to refund me

<p>I hired a car from a company called SPOT ON CAR HIRE owned by Mr Steyn in Brackenfell CAPE TOWN. I deposited a sum of R7500 on the 20 July 2016 then went to his office to fetch the car on the 22 July but the condition of the car was nit satisfactory then I cancelled before I could even sign the contract. We agreed on refund but he deposited only R6000 claiming R1500 is the cancellation fee. When I asked he said we will meet at Small claims court</p>
