Unhappy Customer - Sportscene Golden walk

I would like to inquire about the laybye terms for Sportscene. I regularly use the laybye option for items on sale. However, I was surprised today when I was unable to laybye a skirt at the till. According to the floor staff, laybye is available for this item.

Could you please clarify the laybye policy for me?
