Appl. declined cause HR dep. couldn't be reached.

My application has been declined apparently because when they called in they couldn't reach my HR Department at work, and I was only told this when I called to enquire about my account application status and I was also told that I can only apply after six months. Could you please rectify this for me, my HR department's Phone number is, ***. I personally feel the reason for my application to be declined isn't fair since I still have the question of how many times did they try to get hold of my HR Department to reach such a conclusion. Please assist me, I really need to have an account with you guys because I'm one of your loyal customers. Thank you in advance.
