Bad customer service

I've requested a refund that was made to an ewallet and I was told it would take 48hrs. It's been 2 weeks since I requested the refund and still waiting. They keep on telling me that they are waiting for FNB. I've expressed my dissatisfaction to evail. At what point should a company stop waiting and start taking action?
